GUMSIS (Project of Security Systems at Customs Border Posts)
The project has been developed to monitor and prevent illicit trafficking of goods, vehicles and travelers. The following programme modules have been integrated under GÜMSİS in collaboration with Undersecretariat of Customs and TÜBİTAK-MAM (The Scientific and Technical Research Council of Turkey-Marmara Research Center):
· System Control Center: All security systems to be located at the customs border posts are controlled by Directorate General of Customs Enforcement.
· Closed Circuit TV (CCTV) System: The computerized CCTV System has the required number of camera and alarm ports. The real-time images of a specified camera can be recorded by video-recorder system at any time. The system is capable of zooming, processing and storing images required. Images of sites can be examined by Control Center at Headquarters in Ankara. The system has been operated at five border posts and will be deployed.
· Network Security: Transmission of all images, sounds and data has been realized between the Headquarters and other units through a special cryptographic system. IP Crypto Devices have been located at the Headquarters and thirteen customs border posts.
· Vehicle and Container Inspection (X-Ray) System: The system has been established for inspection of every kind of vehicles, their trailers and containers of all sizes to/from customs border posts and ports for security purposes and detection of prohibited items. Relocatable X-Ray Systems has been operated at Kapıkule and İpsala customs border posts; the mobile X-Ray Systems has been first operated at İstanbul Ambarlı port and then at Habur customs border posts.
As a result of information and risk analysis studies carried out successfully by officers responsible of reporting and monitoring narcotics and smuggling affairs at the regional directorates, mostly narcotic drugs and illicit goods valued 180 million US Dollars have been detected via X-Ray Systems (01.11.2004).
· Nuclear Detection System: The system has been established for detection of nuclear substances by fixed, mobile and handheld sensors in order to prevent unauthorized trafficking of the nuclear substances to/from the country. It has been used at the border posts and ports. The deployment studies of the system will be carried on.
· Transit Vehicle Tracking System: The system has been established to track the transit vehicles in our country as long as they are within the borders of our country. The information on location and route of transit vehicles on which Mobile Unit (GPS Device) is placed according to various risk elements can be tracked by “Control Center” at Headquarters. Moreover, queries for company driver, route, company code and loads can be made at the Control Center during tracking process. Where the transit vehicles tracked via mobile unit does not on the specified route and the mobile unit is displaced by an unauthorized person and the vehicle is delayed at locations not specified beforehand, the Control Center is alarmed. The system has been operated since the beginning of 2004 and will be improved.
- Licence-Plate Scanning System: The system scans automatically the licence-plates of the vehicles to/from the country with cameras located at entrance and exit points of the customs zone. The information is transferred to the System for Tracking Vehicles and Denounced Smuggling Events at Inland Border Posts. The system has been operated at five border posts and will be deployed in future.
