Declarant can make payment with an electronic payment card (debit card) called “GÜM-KART” at customs payment office instead of cash payment more securely, quickly and formally.
GÜM-KART Project will eliminate adverse effects of cash payment at customs sites.
Why GÜM-KART Project?
It is realized with a view to remove the following matters:
- Difficulties in provision of cash money due to high amount of taxes collected,
- Difficulties and potential risks in carrying cash money to be paid at customs payment offices,
- Difficulties in control of cash money, counterfeiting and corruption,
- Difficulties and potential risks in receiving cash payment for assigned officer,
- Difficulties in handover procedures due to personnel changes,
- Difficulties and potential risks in transferring the collected amount to banks at certain intervals,
- Difficulties in recording and managing customs procedures realized manually,
- Difficulties in continuously detailed reporting of customs procedures realized manually.
Thanks to Studies carried out between Undersecretariat of Customs, Ministry of Finance Directorate General of Public Accounts and Vakıfbank;
- Amount of taxes paid for customs declarations is transferred from BILGE system to Say2000i system of Directorate General of Public Accounts via web services at the stage of payment;
- A form including details concerning tax items, total amount of payment and declarant/company is drawn up in Say2000i system;
- By using GÜM-KART given by Vakıfbank to customs declarant, total amount is entered via POS devices at customs payment office and printed on a receipt after confirmation of payment;
- Confirmation report on total amount of payment is transferred to Vakıfbank via Say2000i system;
- Confirmation report on report is sent by Say2000i system to BILGE;
- Procedures for goods included in customs declaration are completed on-line on BILGE.
