Customs Modernization Project II (2006-2010)
EU projects developed under EU Technical Assistance aim to improve infrastructure of the existing Modernization Project as well as to integrate softwares into BILGE-WEB software as a part of Acquis Communautaire.
Under these projects, the existing BILGE will be migrated from distributed environment based on client/server architecture towards centralized environment based on web based architecture.
Main objectives behind the decision of “centralization and web” are to:
· Simplify the system management
· Lower the maintenance costs
· Utilize system and human resources more efficiently
· Increase the quality of service with centralized control
· Improve the IT infrastructure
· Prepare EU IT interconnectivity rules for integration with EU Institutions
At the first stage of the Project which was started in 2006 and finalized at the end of 2007, the following studies were accomplished:
1. Analysis and documentation of the existing BILGE,
2. Pre-analysis studies required for development of ITMS
At the second stage of the Project in 2009, the following studies will be realized:
1. Development of new centralized version of BILGE system based on web based architecture.
2. Introduction of paperless declaration application by using electronic and mobile signatures.
3. Development of ITMS and NCTS softwares and integration into BILGE.
