2003 PROGRAMMING YEAR (MODERNIZATION OF TURKISH CUSTOMS ADMINISTRATION I)

There are two components in 2003 Programming Year.

GÜMSİS

The objective of this component is the establishment of watch and evaluation systems in customs collection district with a view to effective prevention of illegal trafficking of goods, vehicles and people.

Twinning Mechanism

The objectives of this component are to enhance legal and administrative capacity of Turkish Customs Administration and to help Turkish Customs Administration for adapting Customs standards of EU.

In this context, a twinning agreement was made between Turkish and German Customs Administrations. This agreement aims legislative adjustment, improvement of administrative capacity and training system.

2004 PROGRAMMİNG YEAR (MODERNISATION OF TURKISH CUSTOMS ADMINISTRATION II)

There are 3 components in 2004 Programming Year

1) Sub-project of Customs IT Systems:

The objectives of this sub-project are the revision of BILGE and establishment of connection with CCN/CSI systems, NCTS, TARIC and other related tariff systems with a view to harmonizing the IT system’s of Turkish Customs Administration with EU’s systems.

2) Sub-project of Customs Enforcement: The objectives of this sub-project are to enhance administrative capacity and renewal of infrastructure regarding the Customs Enforcement operations.

3. Sub-project of Customs Archive and Disaster Center

The objective of this sub-project is the construction of a modern archive center with computer support.

2006 PROGRAMMING YEAR: (TR.0603.07 MODERNISATION OF TURKISH CUSTOMS ADMINISTRATION III)

In 2006 Programming Year, there are 3 components.

1- IT Component: Objective of this component is to harmonize Turkish Customs’ IT systems with those of EU. In this respect, it is aimed to install and configurate CCN/CSI gateways. In addition, NCTS and ITMS are aimed to be developed and integrated into BİLGE.

2- Customs Enforcement Component: Objectives of this component are the  reinforcement of customs enforcement’s patrolling services and customs surveillance function with a view to reinforcement of Customs Enforcement services.

3- Component of Customs Capacity Building:

The objective of this component is to enhance the training capacity of Turkish Customs in the fields of post clearance control and customs enforcement.

 

2007 PROGRMAMMING YEAR (TR.0702.03 MODERNISATION OF TURKISH CUSTOMS ADMINISTRATION IV)

The objective of this project is to provide modern equipments for Istanbul Customs Laboratory.

2008 PROGRAMMING YEAR (TR.0802.20 MODERNISATION OF TURKISH CUSTOMS ADMINISTRATION V)

The objective of the project is to purchase train scanning systems with a view to combating smuggling and terrorism.

2009 PROGRAMMING YEAR (TR2009/0329.02 MODERNISATION OF TURKISH CUSTOMS ADMINISTRATION VI)

In 2009 programming year, there are two components.

Customs Enforcement Component: The objective of the project is to reinforce customs surveillance and control.

Risk Management Component:

The objectives of this component are reinforcement of the capacity of watching international trade and prevention of fraud; creating human resources with regard to risk analysis and management; and harmonization with Customs Blueprints regarding facilitation of the trade based on risk management.
